You will see the name written as Mostakbal City, El Mostakbal City or Al Mostakbal City. Whatever the spelling, the name covers a large city with a master developer that plans the land and builds the main roads and utilities, then contracts sub-developers for plots inside it. So the first question for any offer is: who is the sub-developer, which phase is the plot in, and which decree approved its plan?

Location and access
Where is it?
The Egyptian Real Estate Platform's summary of Housing Ministry Resolution 180 of 2026 describes the Mostakbal City project as an integrated residential city with full services in the eastern extension of New Cairo. Al Bawaba News described it in March 2022 as close to both New Cairo and the New Administrative Capital. If you are comparing neighbouring areas, see the guides to New Cairo, the New Administrative Capital and Madinaty.
Surrounding roads
In June 2017 Amwal Al Ghad quoted the head of the developer at the time as saying four axes border the city: Suez Road to the north, the Middle Ring Road to the west, the Regional Ring Road to the east, and the South Mostakbal axis to the south, which runs from the New Administrative Capital to New Cairo. The same report said Al Amal Axis passes through the city and that three bridges were planned to link its east and west sides across it.
In March 2022 Al Bawaba News again listed Suez Road, the Middle Ring Road, the Regional Ring Road and Al Amal Axis as the city's neighbouring roads. The 2017 road-works figures describe progress at that time, so do not read them as the current state. Ask the developer which road actually reaches your plot.
Public transport
We found no official source naming an East Nile Monorail station inside Mostakbal City; the stations announced in New Cairo are covered in the New Cairo guide. MIDAR's website lists a transport company, WAYZ, among its service companies, and Amwal Al Ghad reported in September 2023 that WAYZ aims to build a transport network linking the city to the main external roads.
What is there
Master developer and sub-developers
MIDAR's website says it is master developer of Mostakbal City and Mada in East Cairo, and it shows Banque Misr, the National Bank of Egypt, the National Investment Bank, Misr Capital and Arab Contractors as its backers. Older reports, such as Al Bawaba News in 2022, name El Mostakbal for Urban Development as the city's developer.
Al-Ahram Gate quoted MIDAR's chief executive in June 2026 as saying the company has 29 developers running 46 projects across Mostakbal City and Mada combined. Resolution 180 of 2026 gives one example of a sub-developer allocation: the phase 7 land is allocated to Tatweer Misr, as part of the project's third phase, under Ministerial Resolution 1121 of 2018.
Phases and planning
According to the Egyptian Real Estate Platform (11 July 2026), Resolution 180 of 2026 amended the detailed plans of phases 1 to 4, revised the area of phase 5, and approved the detailed plan of phase 7, covering 509,116.73 square metres. The summary adds that the general master plan has been amended several times, most recently by Resolution 1177 of 2025.
Services and public projects
- Al Bawaba News reported in 2022 that the Boulevard area lies in phase 1, along a commercial strip of about 60 feddans, and that phase 1 utility networks cost about EGP 6 billion.
- In July 2025, Al Bawaba News reported a MIDAR partnership with Edir International, part of Saudi Sumou Holding, for a mixed-use project on more than half a million square metres with EGP 70 billion of investment.
- In February 2026, Amwal Al Ghad reported that MIDAR laid the foundation stone for a grand mosque on about 7 feddans for up to 5,000 worshippers, a 45-feddan sports club and the 36-feddan Orange Park.
- MIDAR's website lists its service companies: CTRL for facility management, WAYZ for transport and Circuit for electricity.
These are projects announced by the master developer. Confirm each one's opening date with the developer or a newer report.
What to check in a Mostakbal City payment plan
We do not quote average prices or "typical" plan lengths here. Each sub-developer sets its own terms, and we found no recent official source that defines them. Questions worth asking before you pay anything:
- Who is the sub-developer and which phase is the plot in? Ask for the allocation decree number and the decree that approved the plot's plan.
- Has the phase plan changed recently? Resolution 180 of 2026 amended four phase plans, so check that the brochure matches the approved plan.
- What is the down payment, and is the discount applied before or after it?
- Are installments quarterly, semi-annual or monthly, and how many are there?
- How much is the maintenance deposit and who receives it, the sub-developer or the city management company? Are there club or garage fees outside the price?
To see how the calculation works, read Down payment and installments, and to add up everything you will pay, see Total cost of ownership. If you have one off-plan offer and one ready unit, read Off-plan vs ready units, and for the deposit itself see Maintenance deposit explained.
Illustrative example with hypothetical numbers: a unit priced at EGP 4,200,000, 20% down payment, balance over 7 years.
| Schedule | Installments in 7 years | Installment amount |
|---|---|---|
| Quarterly | 28 | EGP 120,000 |
| Semi-annual | 14 | EGP 240,000 |
This leaves out the maintenance deposit and any other fees. Results are planning estimates; the developer contract sets the final amounts.
Frequently asked questions
Is Mostakbal City part of New Cairo?

Who develops Mostakbal City?
The master developer is MIDAR for Investment and Urban Development, according to its website. Sub-developers build the units; MIDAR's chief executive told Al-Ahram Gate in June 2026 that the company has 29 developers running 46 projects across Mostakbal City and Mada.
How big is Mostakbal City?
MIDAR's website gives 5,408 feddans for the city.
