New Administrative Capital guide: location, ACUD, monorail and LRT, and what to check in a payment plan

The New Administrative Capital is a planned city east of Cairo, developed by ACUD and home to the government district and parliament. Since 2026 the East Nile Monorail links it to Nasr City, alongside the LRT that opened in 2022. It suits buyers who want to be close to government and business districts and can read a long payment plan carefully.

The New Administrative Capital is Egypt's planned seat of government in the desert east of Cairo. Ministries and parliament already work from it, and in 2026 it gained a direct monorail link to Nasr City. This guide sets out the sourced facts first, then explains what to check in any payment plan you are offered there.

Location and access

Roads

A road project page in Hassan Allam Holding's portfolio places the capital in the area between the Cairo-Suez and Cairo-Ain Sokhna roads, east of the Regional Ring Road. The monorail described below reaches the capital through New Cairo. Our New Cairo guide covers that side of the route, and the Ain Sokhna guide covers the road continuing toward the Red Sea.

LRT (electric light rail)

President Sisi inaugurated the Adly Mansour Central Station and launched the LRT on 3 July 2022, according to Daily News Egypt. Ahram Online's explainer published the day before described a 103.3 km route in three phases, serving Obour, El-Mostakbal, El-Shorouk, New Heliopolis, Badr, the 10th of Ramadan cities and the New Administrative Capital. It put the trip from Adly Mansour to the capital at no more than 45 minutes, with trains every three to five minutes. In January 2023 Ahram Online quoted ACUD's chairman describing the LRT as already operating and saying it would serve employees who live outside the capital.

East Nile Monorail

The monorail opened in two steps in 2026:

  1. Youm7 reported that the first phase started carrying passengers on Wednesday 6 May 2026, with 16 stations from El-Moshir Tantawi Station in New Cairo to Justice City Station in the capital, running 6am-6pm.
  2. Ahram Online reported on 26 June 2026 that the second phase would start the next day, adding six stations from Cairo Stadium to El-Moshir Tantawi. That completed the 56.5 km line with 22 stations, and the ministry announced operating hours of 6am-9pm.

The station list Youm7 published includes stops named after the capital's districts and landmarks: R1 District, R2 District, Finance and Business, City of Arts and Culture, Government District, Misr Mosque and Justice City. According to Al-Ahram Weekly (May 2026), the line connects with Metro Line 3 at Cairo Stadium in Nasr City and with the LRT at the City of Arts and Culture station. Timetables and fares change, so check the current schedule before you base a commute on it.

What is there

The government district is the city's core. Ahram Online reported in January 2023 that it holds 10 ministerial complexes for 34 ministries, plus the cabinet headquarters, the House of Representatives and the Senate, on 1.5 million square metres. Reuters (January 2024) reported that government employees moved into the first-phase ministries in July 2023, and Asharq Al-Awsat cited the Central Agency for Organization and Administration putting the number of relocated government employees at about 55,000 as of August 2025.

The presidency followed. Egyptian Streets reported in March 2024 that President Sisi was set to be sworn in for his third term at the parliament building in the capital on 2 April 2024, with ACUD's chief saying the presidential office would move there afterwards.

Other landmarks named in the sources:

  • The Iconic Tower in the central business district, built by China State Construction Engineering Corporation as one of 20 towers in the district (Arab News, June 2021).
  • An opera house with five halls, a large mosque and what Reuters called the Middle East's biggest cathedral (Reuters, January 2024).
  • The Misr Mosque, the Cathedral of the Nativity of Christ, foreign embassies and universities (Egyptian Streets, November 2025).
  • A planned 10 km irrigated park called the Green River (Reuters, January 2024).

On housing, Reuters reported in January 2024 that up to 100,000 housing units were finished while about 1,200 families had moved in, and that ACUD planned to roughly double the city's size with further phases. That gap between built units and residents matters when you judge how lived-in a district will feel at delivery.

How to read a payment plan here

We do not publish typical prices or plan lengths for the capital, because we have not found a reputable, dated source that states them. What we can do is tell you what to check in the offer you hold:

  • The district and plot. Ask which residential district (R1, R2 and so on) the project sits in and how far it is from the nearest monorail or LRT station.
  • The delivery date and what happens if it slips. Some plans continue after delivery, so note how many installments fall before and after handover.
  • The maintenance deposit. Find out its percentage, when it is due, and whether it is included in the headline price.
  • Club, garage and other extras. These can add a meaningful amount on top of the contract price. Our total cost of ownership guide lists what to add.
  • Installment frequency. Monthly, quarterly and annual schedules change how much you pay each time even when the total is the same.

Illustrative example with hypothetical numbers: a unit priced at EGP 5,000,000, with a 10% down payment and the balance over 8 years in quarterly installments.

Down payment = 5,000,000 x 10% = 500,000 EGP Remaining balance = 5,000,000 - 500,000 = 4,500,000 EGP Number of payments = 8 years x 4 = 32 Quarterly payment = 4,500,000 / 32 = 140,625 EGP

If the same offer adds a hypothetical 8% maintenance deposit, that is another EGP 400,000 to plan for; ask when it falls due. The down payment and installments guide walks through each step, and comparing payment plans shows how to weigh a cash discount against a longer plan.

Results are planning estimates; the developer contract sets the final amounts.

Frequently asked questions

Who develops the New Administrative Capital?

The Administrative Capital for Urban Development (ACUD) is the master developer. Invest-Gate reported in 2018 that it is 51% owned by the armed forces and 49% by the New Urban Communities Authority, and Reuters gave a similar split (51% military, 49% housing ministry) in January 2024. Private developers build residential projects on land inside the city.

Is it now called "The New Capital"?

In November 2025 ACUD announced it would use "The New Capital" in its official records, according to Egyptian Streets and Asharq Al-Awsat. Asharq Al-Awsat added that the company's spokesperson called this an internal matter, and that ministry statements still used the older name. Expect both names in documents for some time.

How do I get there by public transport?

Two rail lines serve the city. The LRT runs from Adly Mansour station and was launched in July 2022, according to Daily News Egypt. The East Nile Monorail runs 56.5 km from Cairo Stadium in Nasr City to Justice City, fully open since the second phase began in late June 2026, according to Ahram Online.

Are government offices really working there?

Yes. Reuters reported that government employees moved into the first-phase ministries in July 2023, and Asharq Al-Awsat cited about 55,000 relocated government employees as of August 2025. Parliament and the cabinet have headquarters in the government district, according to Ahram Online.

What are property prices in the capital?

We do not quote prices because we have not found a reputable, dated source for them. Ask the developer for the full price breakdown and enter it into a calculator to see the real schedule.
