New Cairo and the Fifth Settlement: location, roads, the monorail and what to check in a payment plan

New Cairo is a new city run by the New Cairo City Authority, one of the cities of the New Urban Communities Authority. It includes the First, Third and Fifth Settlements plus extension areas such as Beit El Watan, with road axes to the Ring Road and the Suez Road and East Nile Monorail service since 2026. This guide is for buyers weighing an offer there.

Many buyers hear "the Fifth Settlement" (El Tagamoa El Khames) more often than "New Cairo". The two names are not interchangeable. The Fifth Settlement is one part of a larger city, and the difference matters when you read the project address in a contract or ask which body issues decisions about the land. This guide brings together what official and press sources say about the city, then explains how to check the payment plan you have been offered.

Location and access

Road axes

In August 2023 Al-Ahram Gate published the city authority's road development plan and said the roads link New Cairo to the New Administrative Capital. Axes the report listed in the First Settlement include:

AxisFrom - toLength per the report
El Sadat axisRing Road to North 90th Street11 km, 5 lanes each way
Mostafa Kamel axisNorth 90th to the Suez Road5.6 km, 4 lanes each way
Taha Hussein axisRing Road to Mostafa Kamel3.5 km
Naguib Mahfouz axisRing Road to Mostafa Kamel3.5 km

The same report described Axis 24, linking North and South 90th Street over about 10 km. It said the Mohamed Naguib axis in the Fifth Settlement, from South 90th to the Gamal Abdel Nasser axis, was complete, and that work was under way on extending Mohamed Naguib toward the Ain Sokhna Road. That is the status as of August 2023. Check the current state of any road that matters to you before you rely on it.

East Nile Monorail

According to Youm7 and Masrawy, the Ministry of Transport opened the first phase of the East Nile Monorail on Wednesday 6 May 2026. It ran 16 stations from El Moshir Tantawy to Justice City in the New Administrative Capital. Station names in that phase include One Ninety, Air Force Hospital, El Narges, El Mostathmereen, Lotus, Golden Square and Beit El Watan. Masrawy quoted the ministry as saying the phase makes residential districts in New Cairo easier to reach.

At the end of June 2026 Ahram Online reported the start of the second phase, bringing the full 56.5 km line and its 22 stations into service, from Cairo Stadium in Nasr City to Justice City. The line interchanges with Metro Line 3 at Cairo Stadium and with the LRT at Arts and Culture City.

Cairo Governorate's monorail page says the line serves Nasr City, New Cairo and the New Administrative Capital, and that El Narges station in New Cairo will connect with Metro Line 6 in the future. The page gives no date for that link.

What is there

The city authority divides New Cairo into the First, Third and Fifth Settlements plus the Extension area. Beit El Watan sits in the eastern extension; Al-Ahram Gate reported that its roads connect neighbourhoods one through eight.

The American University in Cairo has a campus in the city. AUC says that in 2008 it established a new campus "designed from scratch" in New Cairo, covering 260 acres.

The housing ministry still issues new planning decisions inside the city. One example is Decree 39 of 2025 from the Ministry of Housing, Utilities and Urban Communities, reported by the Official Egyptian Real Estate Platform in December 2025. It approves amended planning for a 13.29-feddan plot in New Cairo for an integrated urban project.

How to check a payment plan in New Cairo

This guide does not give average prices or "typical" plan lengths for the area. Offers differ by developer and by phase, and no recent official source sets them. It is more accurate to work through the offer you actually have, line by line. Questions worth putting to the developer:

  1. Does the project have an approved planning decree? Decree 39 of 2025 shows why this matters: according to the official platform's summary, its Article 2 bars the company from reserving, selling or promoting units until the city authority approves under the applicable rules. Ask for the decree number for your project.
  2. What exactly is the down payment, and is the discount applied before or after it? The answer changes every installment.
  3. Are installments monthly, quarterly, semi-annual or annual, and how many are there?
  4. How large is the maintenance deposit, and when is it due: at handover or in installments?
  5. Are club, garage or finishing fees charged on top of the listed price?

For how installments are worked out, read Down payment and installments: how a developer plan is calculated. To add up everything you will actually pay, see Total cost of owning a unit. If you are weighing two offers with different terms, there is a guide to comparing payment plans.

Illustrative example with hypothetical numbers: a unit priced at EGP 5,000,000, with a 10% down payment and the balance over 8 years.

Down payment = price x down payment rate = 5,000,000 x 10% = EGP 500,000 Balance = 5,000,000 - 500,000 = EGP 4,500,000 Installment = balance / number of installments
ScheduleInstallments over 8 yearsEach installment
Quarterly32EGP 140,625
Monthly96EGP 46,875

This calculation leaves out the maintenance deposit and any other fees, and each of those changes the total you pay. Results are planning estimates; the developer contract sets final amounts.

If you are comparing New Cairo with its neighbour, the New Administrative Capital guide covers the roads and the monorail from the other end.

Frequently asked questions

Is the Fifth Settlement the same as New Cairo?

No. The Fifth Settlement is one of New Cairo's divisions, alongside the First Settlement, the Third Settlement and the Extension area, according to Al-Ahram Gate's report on the city authority's plan. A project can be in New Cairo without being in the Fifth Settlement.

Who runs New Cairo?

The New Cairo City Authority runs the city, which is one of the cities of the New Urban Communities Authority. Decree 39 of 2025, which approved the planning of a plot there, came from the Ministry of Housing, Utilities and Urban Communities.

Does the monorail reach New Cairo?

Yes. The first phase of the East Nile Monorail opened on 6 May 2026, and its stations include El Narges, El Mostathmereen, Lotus and Beit El Watan. Cairo Governorate says the line serves New Cairo and that El Narges will later connect with Metro Line 6.

Can a developer sell units before its planning is approved?

For the New Cairo plot covered by Decree 39 of 2025, Article 2, as summarised by the official real estate platform, bars the company from reserving, selling or promoting units before the city authority approves. Ask the developer for the decree number for your project before you pay anything.

Do you publish price per square metre for New Cairo?

No. We only publish prices or yields from a reputable, dated source, and prices vary between projects. Work out the price per metre from your own offer: the total price divided by the area.

Run the numbers

The payment plan calculator in the CalcRealty app takes the down payment, a discount before or after it, and the maintenance deposit, then shows a monthly, quarterly, semi-annual or annual schedule with the date, amount and percentage of every payment, and exports it to PDF. It also works out price per square metre in both directions and ROI. Get CalcRealty free on Google Play, then read Down payment and installments and ROI on a property.
