New Zayed and the West Cairo extensions: utilities, roads, New Sphinx City and what to check before you buy

New Zayed is the expansion of Sheikh Zayed City south of the Cairo/Alexandria Desert Road, handled by the Sheikh Zayed City Development Authority under the New Urban Communities Authority. This guide is for anyone weighing an off-plan unit in West Cairo, because utilities and roads in New Zayed and neighbouring New Sphinx City were still under construction in the latest reports.

West and south of Sheikh Zayed City, large areas have become official urban expansions in recent years. The best known is New Zayed, and next to it is New Sphinx City on the Cairo/Alexandria Desert Road. This guide covers these extensions only. For the wider picture of Sheikh Zayed and 6th of October, including the West Nile Monorail and Sphinx International Airport, read the Sheikh Zayed and 6th of October guide.

New Zayed: how far along are utilities and roads?

On 29 August 2026, Al Mal News reported on the housing minister's follow-up of infrastructure works in the Sheikh Zayed expansions known as New Zayed. The main points:

  • The expansions cover about 10,000 feddans.
  • Drinking water networks were about 80% complete, 95 km in total.
  • Work was continuing on 132 km of sewage networks and 85 km of irrigation networks for green areas and tree planting.
  • First-phase roads: work was under way on 50 km of an 88 km total, with asphalt finished on 10 km and base layers on 40 km.
  • A water lift station and a strategic reservoir with a capacity of 32,000 cubic metres were under construction.

Earlier reports gave lower progress figures and a different area for the same expansions; you can find them, with dates, in the Sheikh Zayed and 6th of October guide. Figures change as work moves on. What matters to a buyer is the utility status at the plot where the project sits.

How New Zayed connects to its surroundings

Al-Ahram Gate reported in August 2025 that the Sheikh Zayed authority was building a network of main roads linking the expansions to the Cairo/Alexandria Desert Road and the Dabaa axis, and that the inspection tour covered the entrance to the Decree 77 area from the Dahshur link road.

Inside Sheikh Zayed City itself, Al Bawaba News reported in December 2025 that the housing minister at the time followed development works on the Riviera road: 3 km long and 50 m wide, with four lanes in each direction, presented as an alternative to the 26 July axis. The report gave no completion date.

New Sphinx City

New Sphinx City is another West Cairo extension, with its own development authority. What the sources say:

  • In January 2020, Amwal Al Ghad quoted the housing minister at the time as saying the city's land totals about 59,417.77 feddans near the Cairo/Alexandria Desert Road, with a first planning and implementation phase of about 20,000 feddans.
  • One of the city's main files is the regularization of land for people who dealt in it before. In June 2026, Hapi Journal reported that the housing minister called for faster completion of requests that meet the rules.
  • In December 2025, the housing minister at the time inspected the Sphinx axis, 16 km long with three main lanes and two service lanes in each direction. Masrawy described the axis as linking the city to a network of regional roads, including the Cairo/Alexandria Desert Road, the Regional Ring Road and the Dabaa axis.
  • In May 2025, SODIC signed a revenue share agreement to develop a 1,000-feddan plot in New Sphinx City, according to Arab Finance in June 2025.

In practice: if you are offered a project in New Sphinx City, ask about the legal status of the land (NUCA land or regularized land) and about road and utility status at the site.

Developers in the western extensions

We name only what the sources name. In June 2025, SODIC announced that it had handed over its VYE project in New Zayed six months ahead of schedule, with 108 units due for handover that month out of 1,783 planned for 2025, according to Arab Finance. The same report gave target dates for the project's facilities: the VYE Town Center in early 2026, the Karmell Hub by mid-2026 and a clubhouse by the end of 2027. These are dates the developer announced in 2025, so check where things stand now.

What to check in an off-plan payment plan here

We do not publish "typical" down payments or plan lengths for the area, because they differ by developer and by phase. In new extensions, a few items carry extra weight:

  1. Handover date: compare the date in the contract with what the Ministry of Housing reports about utility and road progress in the same area.
  2. Handover payment: does the plan include a large payment on handover, and what happens to it if handover is late?
  3. Maintenance deposit: the amount and when it is due. It is separate from the unit price.
  4. Land status: in New Sphinx City in particular, ask for the land allocation or regularization documents.
  5. Area: separate built-up area from garden or roof, and work out the price per square metre on the area the contract states.
  6. Extras: garage, club and other fees, covered in the total cost of ownership guide.

Illustrative example with hypothetical numbers: a 160 square metre unit priced at EGP 7,200,000, with a 5% down payment, a 10% handover payment, the balance over 6 years in quarterly installments, and an 8% maintenance deposit due on handover.

Price per m2 = 7,200,000 / 160 = EGP 45,000 Down payment = 7,200,000 x 5% = EGP 360,000 Handover payment = 7,200,000 x 10% = EGP 720,000 Balance for installments = 7,200,000 - 360,000 - 720,000 = EGP 6,120,000 Quarterly installment = 6,120,000 / 24 = EGP 255,000 Maintenance deposit = 7,200,000 x 8% = EGP 576,000 Total paid = 7,200,000 + 576,000 = EGP 7,776,000

In this example, handover brings a EGP 720,000 handover payment and a EGP 576,000 maintenance deposit, EGP 1,296,000 at roughly the same time. That is why the handover date in a new extension deserves a careful read. For how installments are spread in detail, read down payment and installments; for the difference between off-plan and ready units, read off-plan vs ready units; and for the deposit itself, read maintenance deposit and service charges explained.

Results are planning estimates; the developer contract sets the final amounts.

Frequently asked questions

What is the difference between Sheikh Zayed and New Zayed?

New Zayed is the common name for the Sheikh Zayed City expansions, and the same Sheikh Zayed development authority follows its works. The practical difference for a buyer is that New Zayed's networks and roads were still under construction in the Ministry of Housing update reported in August 2026, so handover there depends on how those works progress.

Are utilities finished in New Zayed?

Not yet, according to the latest report we found. In August 2026, drinking water networks were about 80% complete, sewage and irrigation works were continuing, and first-phase roads were under way on 50 km of 88 km. Ask the developer about utility status at your project's plot.

Where is New Sphinx City?

Near the Cairo/Alexandria Desert Road in West Cairo, with its own development authority under the New Urban Communities Authority. In December 2025, work was under way on the 16 km Sphinx axis, which links the city to the desert road, the Regional Ring Road and the Dabaa axis, according to Masrawy.

What does land regularization in New Sphinx City mean?

It is a process the Ministry of Housing follows to settle the status of people who earlier dealt in land inside the city's boundaries under sale contracts or ownership documents, as Amwal Al Ghad reported in January 2020. The file was still being followed up in June 2026. Ask the developer or seller about the land's legal status before you sign.

Does the West Nile Monorail serve New Zayed?

The monorail route, its stations and operating status are covered in the Sheikh Zayed and 6th of October guide. We found no source placing a station inside New Zayed itself, so check the actual distance from your project to the nearest station.

What is the price per square metre in New Zayed?

We do not quote prices here, because we found no reliable, dated source covering the area, and prices vary by project and phase. Work out the price per metre from your offer: divide the contract price by the area it states.
