When someone says they bought "in Alamein", they may mean an older holiday village on the coastal road or New Alamein City, which the Housing Ministry is building. This guide is about the new city only: its districts, universities, public projects and who sells there. For the regional picture, from the city's founding to the Ras El Hekma deal, see our North Coast guide.

Getting there
The North Coast guide covers the roads into the city, including the Wadi El Natrun-Alamein road and the international coastal road. Two points matter for the city itself.
The first is the high-speed train. On 2 August 2026 Ahram Online reported that the 660 km first line connects Ain Sokhna, Alexandria, New Alamein and Marsa Matrouh, and that a six-month trial operation was due to start in September 2026. On 1 October 2026 the same outlet reported the transport minister as saying the government had tentatively set July 2027 for passenger service. The date is tentative, so do not base a purchase on it.
The second is air access. Al-Ahram Gate reported in July 2026 that the city is close to Alamein International and Borg El Arab airports.
Residential districts
Latin Quarter
This is the largest residential district the sources describe, and its figures differ slightly by source. In June 2025 the official real estate platform gave its area as 398.79 feddans, in 6 zones and 65 residential complexes, with 10,597 units. In July 2026 Al-Ahram Gate put it at 404 feddans and 10,316 units, of which 5,368 had been handed over. A second Al-Ahram Gate report the same day quoted the authority head as saying about 4,800 units had been delivered. Ask about the status of your own building or phase, not the district as a whole.
Mazarine
According to the official real estate platform (June 2025), the Mazarine compound lies on the southern shore of the Alamein Lakes, covers 707 feddans and holds 7,956 units. In July 2026 the authority head said about 1,500 units there had been handed over and that its malls and shops operate year-round.
Beachfront towers and Downtown
The authority head told Al-Ahram Gate in July 2026 that the city has 28 beachfront towers. Three are complete, with 2,200 units handed over to owners who have started living there, and concrete works are finished in 18. Al-Ahram Gate's July 2021 report described Downtown as 40 buildings with 1,320 units, alongside a 250-metre iconic tower and four 200-metre towers, all under construction at the time.
In August 2024 City Edge announced, according to Invest-Gate, that it had begun handing over units in North Edge Towers, North Edge Cabanas, The Gate Towers, Mazarine Villas and Downtown, at an event attended by the Prime Minister and the housing minister at the time.
State housing
Both reports of 28 July 2026 said the Premium Housing and Sakan Misr projects had been fully delivered and that Sakan Lekol El Masreyeen was about 60% complete. The city is not made up of holiday units alone.
Universities and services
Alamein International University
A presidential decree established four new private universities, one of them Alamein International University in New Alamein City, Matrouh, Egypt Independent reported in August 2020. It quoted the then higher education minister as saying these universities are not-for-profit, with surplus income going back into the next year's budget. In July 2021 Al Bawaba News reported that teaching had started the previous October with six faculties and that the university had 486 students and aimed to admit 1,600 the following year. Those are 2021 figures; check the university for its current faculties.
AASTMT branch
The AASTMT page for its El Alamein campus lists 8 colleges, including medicine, dentistry, pharmacy, artificial intelligence, engineering, and international transport and logistics, and about 3,000 undergraduates. In August 2024 the higher education minister opened the first phase of the academy's hospital in the city, Al Bawaba News reported: a 30,000-square-metre building with eight specialty clinics, with a second phase planned to add an emergency department and intensive care.
Heritage City and culture
Al-Ahram Gate's July 2021 report described the Heritage City as 260 feddans containing the main lake, a central park, a mosque, a church, a Roman theatre, an opera house and a museum; these were planned components at the time. In July 2024 the housing minister at the time announced the opening of a cinema complex in the Heritage City, according to Masrawy: 8,000 square metres, 9 halls and 1,090 seats. In July 2026 the authority head said the international conference centre was finished and that bookings had started for conferences in September and October.
Industry and tourism
According to Al-Ahram Gate (July 2026), the city has a 5,500-feddan industrial area that includes a free industrial zone, and some factories were aiming to start production in December. The authority head said visitor numbers this year were more than double last year's, that 3 hotel rental platforms were being launched so owners can let their units, and that all the city's beaches are due to be upgraded next year.
The west coast and Ras El Hekma
Ras El Hekma lies further along the coast, about 240 km west of Alexandria according to MEED. We only repeat what has been reported: MEED wrote on 30 September 2026 that the Wadi Yemm district is the first phase of a Modon masterplan with 17 districts, and that unit handover there is expected to begin in the third quarter of 2029. The deal's value, terms and master developer are in the North Coast guide.
How to read a New Alamein payment plan
We do not quote prices or "typical" payment plans here, because we found no official, dated source that sets them. Run the numbers on the offer you have, and ask:
- Who is selling? According to Invest-Gate, City Edge markets and hands over the state projects in the city, and other developers sell there too. Know which party signs your contract and who manages the unit after handover.
- Is the unit delivered or under construction? Parts of the Latin Quarter and the beachfront towers are handed over and parts are not. Our guide to off-plan vs ready units explains what changes for you in each case.
- How large is the maintenance deposit and when is it due? See maintenance deposit and service charges explained and total cost of ownership.
- How are installments spread, and are there extra yearly payments? See down payment and installments.
- If you plan to rent the unit out, use realistic months, and read the terms of any hotel rental platform before you count on that income.
Illustrative example with hypothetical numbers: a unit priced at EGP 4,000,000, let for 3 summer months at EGP 50,000 a month, and possibly for 9 more months at EGP 10,000 a month.
| Scenario | Annual rent | Gross yield |
|---|---|---|
| Summer only | 3 x 50,000 = EGP 150,000 | 3.75% |
| Summer plus rest of year | 150,000 + 9 x 10,000 = EGP 240,000 | 6% |
That is gross yield before maintenance, commissions and empty months; the rental yield guide explains gross versus net. Results are planning estimates; the developer contract sets final amounts.
Frequently asked questions
Is New Alamein the same as the Alamein villages on the coastal road?
Not necessarily. New Alamein is a city with its own authority, the New Alamein City Authority, and not every project advertised under the "Alamein" name lies within its boundaries. Check the address and the responsible authority written in the contract.
Does anyone live in the city year-round?
In July 2026 the authority head said owners of 2,200 units in 3 beachfront towers had started living there, that Mazarine's malls and shops operate all year, and that Sakan Misr and Premium Housing had been fully delivered. We found no recent official figure for the number of permanent residents.
Which universities are in New Alamein?
Alamein International University, a not-for-profit private university established by a 2020 decree, and the AASTMT branch, whose campus page lists 8 colleges. The academy's hospital opened its first phase in August 2024.
Who sells the state-built units in the city?
According to Invest-Gate (August 2024), City Edge Developments handles marketing, sales, handover and management of residential, tourist and commercial projects in the city as the real estate arm of the Housing Ministry and NUCA.
When will the high-speed train reach New Alamein?
The line passes through New Alamein, according to Ahram Online, and the tentative date for passenger service is July 2027, per the transport minister in October 2026. The date is not final.
